The Cincinnati NAACP obtained the City of Cincinnati's 2008 SBE numbers on Friday March 20, 2009.  The SBE numbers show that African American Businesses continued to be excluded (2007, 2008) from the economic fabric of Cincinnati.  The Cincinnati NAACP is focused on the data.  The city spent $961,480,661 over a 2 year period.  African American Businesses received 2007 and 2008:  Construction $51,916, Decentralized $163,515, Professional Services $0, Supplies Services $501,393 which is a grand total of $716,824.  The city spent $961,480,661 over two years and African American Businesses received $716,824 in contracts over 2 years which is .007455% or less than 1%.

As a fact the Democratic Party controls City Council and the Mayor's office.  The Cincinnati Mayor is African American.  The African American Community is the base of the Democratic Party.  This means that all of the Democrats over the summer will send targeted information out to the African American Community asking for votes.  The same Democrats will go to every African American Church asking for votes.  The Cincinnati NAACP sees a pattern where the Democratic Party is asking for votes without delivering resources to the African American Community.  Smitherman says, "The Democratic Party in Hamilton County excludes African Americans from the financial resources of the city because we allow them.  The solution to these outrageous numbers is not a task force but an election."
