A CPS Audit attributes Cincinnati Public School (CPS) Minority Inclusion Tracking System's nearly 20% over reporting of minority inclusion on the CPS Facilities Master Plan Project to communication problems, and complete lack of oversight and verification. However, Cincinnati NAACP President Smitherman does not rule out the possibility of fraud being involved as well.
