CINCINNATI, OHIO - DECEMBER 30, 2010 - City Council balances 2011
budget with $27 million loan.  City Council borrowed $9 million to
balance the 2010 budget.  This means City Council has borrowed $36
million in two budget cycles to balance the budget.  The city will
face a massive deficit in 2011. "This is the most irresponsible budget
council could approve,"  Christopher Smitherman, president of the
Cincinnati NAACP said.

The current budget does not deal with the pension budget crisis.  "The
elephant in the room is the city pension and city council did nothing
in this budget to solve the problem.  This budget has doomed our debt
rating and pushed our great city one step closer to bankruptcy,"
Smitherman said.
