CINCINNATI, OHIO - DECEMBER 3, 2010 - City Council loans money to The
Banks Project while laying off city workers.  "These are the actions
that confirm to citizens that City Council is disconnected from
reality and can not balance a budget," Christopher Smitherman,
president of the Cincinnati NAACP said.

The city continues to communicate that a financial crisis has forced
400 city workers to be fired by December 31, 2010.  "It is hard to
explain where they are pulling millions of dollars to loan to anyone,"
Smitherman said.
